Create new order status set for workflow organization

Create a new order status set to group related order statuses for workflow management.

Establishes a new container for organizing statuses by business process, workflow type, or operational requirements.

Note: Any orderStatusIds that do not correspond to existing order statuses are silently ignored. The response will only include statuses that were successfully associated.
